Founded in 1994, EMS Management’s mission is to deliver environmental cleaning solutions to the rail assets of North America. Operations based in Houston, TX, our company has established itself as a premier provider of railcar cleaning solutions for mobile and fixed base operations servicing the food, oil and petro-chemical industries across the continental United States.



Our commitment to deliver the best solution to our customer has driven EMS to work alongside of appropriate certifying entities to develop and provide mobile cleaning to sensitive food manufacturing operations such as the kosher market. Our extensive knowledge has led us to service a multitude of dynamic industries to include high volume car cleaning in the PGUSP market, plastics, crude oil and asphalt industry. Through smart and controlled growth, EMS has established itself as experts in the industrial field in turn, opening the door to a wide range of consulting projects related to industrial cleaning, environmental remediation and oil & gas field services.

The Mission of EMS Management is to provide safe, quality and on-time industrial cleaning services to the rail assets of America. Our goal is to exceed every client’s expectation, to exemplify EMS as an organization of excellence, and to foster an environment where our team members grow and develop not only professionally but personally as well.

EMS is operationally based in Houston, TX with corporate headquarters in Denison, TX. EMS is a versatile and flexible environmental industrial cleaning company with over 50 employees. Everything EMS does, reults in solutions adding quantifiable value back to its customers.




Management Team


Steve Avila (Denison, TX)

Steve Avila is the Chief Executive Officer / Principal – As one of the founding members of EMS Management with 30 years in environmental industrial cleaning and business management background Steve spearheads all fixed and mobile operations across the country. All engineered processes & human capital fall under his leadership.



Michael Castelli, CPA (Denison, TX)

Michael Castelli is the Chief Financial Officer / Principal – Michael joined the EMS team in 2001 taking the helm of all financial management. Michael is an integral part in all facets of the business helping in process design, in-field support, human capital, customer service and business development.



Todd Hull, Chief Commercial Officer (Houston, TX) (Denison, TX)

Todd Hull serves as Chief Commercial Officer at EMS Management, bringing more than 30 years of experience in industrial and environmental cleaning operations, engineered processes, and chemistry development. Throughout his career, Todd has led initiatives for major oil companies, food and product manufacturers, shippers, and midstream operators across the United States. At EMS Management, Todd is responsible for strategic business development and serves as the firm’s Head Technical Consultant. Todd is known for his results-driven approach and ability to bridge the gap between operational execution and commercial strategy. Based in Houston, Texas, he continues to shape EMS’s position as a trusted leader in the industrial services sector.



Mattie Lively, General Manager (Houston, TX)

Mattie Lively is the General Manager. Mattie joined EMS in 2017, starting her tenure in the field, advising on the technical application of chemistry for tank car cleaning operations. This foundational expertise evolved into the role of Business Development Manager, broadening her knowledge in sales and customer service. In 2024, she was appointed General Manager, with oversight of strategic planning, human capital, operations, and all business development efforts.
